Participation in the Peer Assistance and Coaching (PAC) Program

Participation in the PAC program is available to teachers that have not earned a preliminary credential and service providers that have not earned a clear service credential. In addition, teachers and service providers that hold clear credentials may apply to participate upon hire with FCSS or in response to a change in assignment/area of service (i.e. grade level, subject matter, or disability area). There are generally four categories for program participation:

  • Voluntary Participation - Initiated by either the Employee or FCSS with the consent of the Employee.
  • Participation of Waiver/Permit holders - Initiated cooperatively by FCSS with the consent of the Employee.
  • Participation of Service Providers holding Preliminary Service Credentials - Initiated cooperatively by FCSS with the consent of the Employee.
  • And other reasons as determined in cooperation by the Employee and/or Employer to further support the participant in their professional growth.

Support for Participating Teachers and Service Providers

  • Participating Teachers: Participating Teachers receive assistance and coaching to improve instructional skills, classroom management, knowledge of subject matter and other aspects of teaching performance as described in the California Standards for the Teaching Profession. Participating Teachers also work towards familiarization of the County Office organization in collaboration with their assigned coach.
  • Participating Service Providers: Participating Service Providers receive assistance and coaching to improve provisions of services, caseload management, knowledge of their field of expertise and other aspects of service delivery. Participating Service Providers also work towards familiarization of the County Office organization in collaboration with their assigned coach.
  • Participants will receive a stipend in the amount of $2,000 to be used towards purchasing supplies in support of their classroom/caseload generally related to their ILP goals, substitute costs, and/or professional development.

PAC Enrollment

Enrollment in PAC is completed by a representative from the FCSS Human Resources Division. Enrollment is completed online and a confirmation email will be sent to the participant. Once the enrollment is complete and the participant has been matched with a coach, the PAC staff will send an email with next steps.

PAC Panel

The PAC program is supervised and evaluated by a PAC panel composed of two administrators selected by the County Office and a total of three teachers and/or service providers selected by the Association. The role of the PAC panel is to administer the program and participate in training required to implement the program, review the Instructional Learning Plan (ILP), support coaches and review documentation, collaborate, as appropriate, with other Teacher/Service Provider support programs, and evaluate annually the impact of PAC in order to improve the program.
